Responsible risk management is central to banking ethics. With the 1999 publication of the Basel Committee's proposal, Basel II, for a New Capital Accord to replace the 1988 agreement, Basel I, an attempt has been made to address the problem of correlating banks' risk management with their capital requirements. The Basel II framework, finalised in June 2004, is designed to improve risk management by using models based on past performance to help set the amount of capital banks are required to (...) hold by regulators, with the purpose of improving the efficiency of capital allocation. The objectives of this study are to investigate how banks generally, but particularly those located in China, could improve their risk management systems and what the implications of these new regulations are for them. Three relevant propositions were formulated, namely, Basel II will improve risk management; Basel II will improve capital allocation efficiency; and compliance with advanced risk management systems is biased in favour of the large banks. Evidence was assembled with which to evaluate these three propositions by gathering relevant primary data by means of a representative survey of Chinese banking executives involved in risk management. The findings strongly support the first two of the above propositions and partly support the third proposition. (shrink)

This volume brings together eleven essays by the distinguished philosopher of science, Peter Achinstein. The unifying theme is the nature of the philosophical problems surrounding the postulation of unobservable entities such as light waves, molecules, and electrons. How, if at all, is it possible to confirm scientific hypotheses about "unobservables"? Achinstein examines this question as it arose in actual scientific practice in three nineteenth-century episodes: the debate between particle and wave theorists of light, Maxwell's kinetic theory of gases, and (...) J.J. Thomson's discovery of the electron. The book contains three parts, each devoted to one of these topics, beginning with an essay presenting the historical background of the episode and an introduction to the philosophical issues. There is an illuminating evaluation of various scientific methodologies, including hypothetico-deductivism, inductivism, and the method of independent warrant which combines features of the first two. Achinstein assesses the philosophical validity of both nineteenth-century and modern answers to questions about unobservables, and presents and defends his own solutions. (shrink)

Philosophers have not taken the evolution of human beings seriously enough. If they did, argues Peter Munz, many long standing philosophical problems would be resolved. One of philosophical concequences of biology is that all the knowledge produced in evolution is a priori, i.e., established hypothetically by chance mutation and selective retention, not by observation and intelligent induction. For organisms as embodied theories, selection is natural and for theories as disembodied organisms, it is artificial. Following Popper, the growth of knowledge (...) is seen to be continuous from the amoeba to Einstein'. Philosophical Darwinism throws a whole new light on many contemporary debates. It has damaging implications for cognitive science and artificial intelligence, and questions attempts from within biology to reduce mental events to neural processes. More importantly, it provides a rational postmodern alternative to what the author argues are the unreasonable postmodern fashions of Kuhn, Lyotard and Rorty. (shrink)

Recent accounts of scientific method suggest that a model, or analogy, for an axiomatized theory is another theory, or postulate set, with an identical calculus. The present paper examines five central theses underlying this position. In the light of examples from physical science it seems necessary to distinguish between models and analogies and to recognize the need for important revisions in the position under study, especially in claims involving an emphasis on logical structure and similarity in form between theory and (...) analogy. While formal considerations are often relevant in the employment of an analogy they are neither as extensive as proponents of this viewpoint suggest, nor are they in most cases sufficient for allowing analogies to fulfill the roles imputed to them. Of major importance, and what these authors generally fail to consider, are physical similarities between analogue and theoretical object. Such similarities, which are characteristic in varying degrees of most analogies actually employed, play an important role in affording a better understanding of concepts in the theory and also in the development of the theoretical assumptions. It is often said that singular causal statements express a relationship between one event and another or between a fact and an event. This is a very strong view, which has the following simple corollary: singular causal statements whose cause-term purports to refer to an event and whose effect-term purports to refer to an event express a relationship between an event and an event.Thus, both Davidson and Kim would claim that the singular causal Statement Socrates’ drinking hemlock at dusk caused (...) his death expresses a relationship between two events, referred to, respectively, by the expressions “Socrates’ drinking hemlock at dusk” and “his death.” For Kim, but not for Davidson, an event is analyzable as a thing's having a property at or during a time. The event of Socrates’ drinking hemlock at dusk consists of Socrates’ at a certain time having the property of drinking hemlock at dusk. I shall not here try to choose between their respective theories of events but will only note that both theorists would say that expresses a relationship between events however the latter are to be construed. By reference to Maxwell's kinetic theory, one feature of hypothetico-deductivism is defended. A scientist need make no inference to a hypothesis when he first proposes it. He may have no reason at all for thinking it is true. Yet it may be worth considering. In developing his kinetic theory there were central assumptions Maxwell made (for example, that molecules are spherical, that they exert contact forces, and that their motion is linear) that he had no reason to believe true. In (...) this paper I develop a position that explains why they were worth considering, and that rejects the retroductive position that a hypothesis is worth considering when, if true, it would explain the observed data. Courts and commentators have struggled for years to identify rules to explain and justify certain widely-shared intuitions about impossibility attempts, and they have proposed rules variously based upon (1) what mistakes actors make, (2) what intentions actors possess, and (3) what conduct actors perform. None of the proposals fully succeeds, however, and none is able to explain the widely-shared intuition, which underlies Sandy Kadish's inventive hypothetical regarding Mr. Law and Mr. Fact, that some attempts based upon mistakes of law are (...) just as blameworthy as attempts based upon mistakes of fact. I propose an alternative rule that, I believe, not only explains where and why people possess widely-shared intuitions regarding impossibility attempts (including regarding Mr. Law and Mr. Fact), but also explains where and why people have conflicting intuitions. I argue that widely-shared intuitions of blameworthiness and non-blameworthiness regarding impossibility attempts are a function, respectively, of whether informed citizens of the jurisdiction that enacted the statutory offense that the defendant allegedly attempted to commit widely believe or disbelieve that he would have been a threat to interests that the statute seeks to protect - a determination, in turn, that is a function of whether they widely believe or disbelieve that he would have committed the offense under counterfactual circumstances that they fear could have obtained. This volume brings historians of science and social historians together to consider the role of "little tools"--such as tables, reports, questionnaires, dossiers, index cards--in establishing academic and bureaucratic claims to authority and objectivity. From at least the eighteenth century onward, our science and society have been planned, surveyed, examined, and judged according to particular techniques of collecting and storing knowledge. Recently, the seemingly self-evident nature of these mundane epistemic and administrative tools, as well as the prose in which they are (...) cast, has demanded historical examination. The essays gathered here, arranged in chronological order by subject from the late seventeenth to the late twentieth century, involve close readings of primary texts and analyses of academic and bureaucratic practices as parts of material culture. The first few essays, on the early modern period, largely point to the existence of a "juridico-theological" framework for establishing authority. Later essays demonstrate the eclipse of the role of authority per se in the modern period and the emergence of the notion of "objectivity." Most of the essays here concern the German cultural space as among the best exemplars of the academic and bureaucratic practices described above. The introduction to the volume, however, is framed at a general level the closing essays also extend the analyses beyond Germany to broader considerations on authority and objectivity in historical practice. An a priori thesis about evidence, defended by many, states that the only empirical fact that can affect the truth of an objective evidence claim of the form ‘e is evidence for h’ (or ‘e confirms h to degree r’) is the truth of e; all other considerations are a priori. By examining cases involving evidential flaws, I challange this claim and defend an empirical concept of evidence. While well-known for his longer book-length work, philosopher Peter Unger's shorter articles have, until now, been less accessible. Collected in two volumes, Philosophical Papers includes articles spanning over 40 years of Unger's long and fruitful career. Volume two focuses on Unger's important work in metaphysics.

In the 1960s, the history and philosophy of science made common cause in the search for universal patterns of theory change: philosophers provided models, historians offered examples. But the two enterprises pulled apart during the 1970s. Now there is a new arena of joint concern. Historians and philosophers are searching for the conditions under which standards of theoretical and experimental demonstration are established. I argue against the picture of these standards as independent of (or reducible to) the context of their (...) introduction. Instead, I suggest that we think of scientific developments as simultaneous solutions to multiple constraints; the constraints issue from domains as diverse as the technical, the aesthetic and the political.
